Randy, My take on this is yes, your deck/balcony is a similar small unheated area as described in the annex. So long as your deck/roof doesn't exceed 7'6" in depth this should apply. Another point that seems applicable is that a loading dock will often contain a greater degree and quantity of combustible product then the average balcony.
