Heh, for whatever reason some AHJ's fear change and appear scared to follow
updated codes issued by NFPA.

I'm not talking about the building departments reviewing / approving changes to
building codes which, by default, update the referenced NFPA codes. I'm
talking about plan reviewers and inspectors that are outdated in the code
version they reference. I'm not sure why some AHJ's choose to ignore current
issues, and all of the research and reason that goes into the updates. For
example, the City of Las Vegas still pushes 2002 to the letter, and if you're
doing work in Ontario Canada, you're hurled way back to 1999.

Codes are updated due to research, new technology, clarifications to a previous
edition, catastrophic events forcing code changes, etc etc... It's interesting
how an official as an individual can choose to turn a blind eye on what
research has been done, historical data, and what a board of directors would
deem necessary to add / include for an updated version.

I do like the idea of "minimum lag" for a jurisdiction to be within X number of
years to the most recent edition.
