Thom,

An interesting thing about us "Out West" states; our water use
regulations typically go back to somewhere in second half of the
nineteenth century when exploitation was the watchword. Mining
regulations have changed, timber regulations have changed, railroad
regulations have changed, commerce regulations have changed but water
regulations have typically not. In washington we have at least 3000
substantial water districts and another 10,000 or so minor districts.
These latter include districts as small as four properties served.
Even in the middle of Seattle there is a private water district that
comprises less than a thousand blocks.
