Your question about locks may be considered engineering.
Everything should be listed, and a competent Engineer must answer this 
question.
Drawings stamped by a PE showing the chain arrangement should be 
submitted to the AHJ for approval.

And would the number of locks being sold specifically to lock up fire
system control valves be enough for any lock company to pay for a fire
protection listing? Does UL have a protocol for listing locks in fire
protection applications? Most of the pipe we use (scheduled steel)
isn't listed but allowed by the standard. Is this lock thing being
over thought? Am I guilty of contributing to the collection of over
thought things?
