A.5.14.5 of NFPA 20 2007 ed. says that if the supply is from public water mains then the gate valve SHOULD be located as far as is practical from the suction flange. I'm not sure why because the commentary goes on to say that the gate valve does not interfere with the flow when it is fully open.
