A "listed" component is one that has been tested and found to meet to its specified measure of performance by a 3rd party agency that is qualified to undertake such analysis and that is approved by the AHJ. In the past, I've had badge-heavy fire officials tell me that they only "approve" UL listings, but none could or would ever answer my follow-up question, "Based on what criteria?". In fact, FM is a well-regarded and diligent testing lab that has been more conservative with certain listings over the years than U.L. (I'm thinking of the years when they wouldn't list concealed sprinklers for Ordinary Hazard occupancies, for example.) Contrary to popular misunderstanding, there is nothing in any NFPA standard that requires a product to be U.L. listed, only listed. There are quite a few products out there that carry either U.L., or FM but not both; the obvious reason being the cost of the testing and listing services.
