Perhaps the assumption stems from the following language in NFPA-20,
albeit less the "licensed" part;

1999 - 11-2.1 All electric wiring to the fire pump motor(s), including
control (multiple pumps) interwiring, emergency power supply, and jockey
pump, shall be completed and checked by the electrical contractor prior
to the initial startup and acceptance
test.

2003 - 14.2.3 All electric wiring to the fire pump motor(s), including
control (multiple pumps) interwiring, normal power supply, alternate
power supply where provided, and jockey pump, shall be completed and
checked by the electrical contractor prior to the initial startup and
acceptance test.

2007 - 14.2.3 All electric wiring to the fire pump motor(s), including
control (multiple pumps) interwiring, normal power supply, alternate
power supply where provided, and jockey pump, shall be completed and
checked by the electrical contractor prior to the initial startup and
acceptance test.

2010 - 14.2.3 Pump Room Electrical Wiring. All electric wiring to the
fire pump motor(s), including control (multiple pumps)
interwiring,normal power supply, alternate power supply where provided,
and jockey pump, shall be completed and checked by the electrical
contractor prior to the initial startup and acceptance test.

Additionally, 2002 NFPA-20 "Form for Inspection, Testing and Maintenance
of Fire Pumps" does include the following language, albeit it's a sample
form located in the annex; Part 1 Owners Section: "Note to owner:
Periodic tests of transfer switches and emergency generators are to be
performed in accordance with NFPA 110 by a qualified electrical
contractor."

But my bet its rooted in this; 2008 NFPA-25; 4.9* Electrical Safety.
Legally required precautions shall be taken when testing or maintaining
electric controllers for
motor-driven fire pumps."

I have never heard this even suggested at the NFPA 25 meetings.  Since
the text in 25 does not even suggest it, I would put it down as an
over-zealous editor in the Handbook.  I will pursue clarification of
this with NFPA for the next edition of the Handbook (which we just
finished working on).
