Yes. Also the age of the person asking the question. When it was revised,
some occupancies such as Mercantile moved from 0.21 to 0.20. Normally AHJ's
allow use of most current codes even though not adopted by the building
code. However, during this transitionary period the AHJ's in my area
insisted that current codes could not be followed as they were not legal.
I'm sure there would be different arguments when non-adopted current codes
become more restrictive.
