I think the purpose of the wrap is so the bales can be stored in the field but I'm sure some could wrap and store in a shelter too. Typically the wraps are plastic including a plastic net type wrap (mesh).

Otherwise it will become moldy. I spent several teenage summers "bucking" hay from the fields and stacking it in the barns. I would classify it as OH Group 2. As for the storage standard, from my experience it is standard practice to stack the bales of hay on top of each other, all the way to the top. There are no pallets, shelves, etc. Just hay stacked to the top of the barn. The hay is held together with baling wire or string. Stacked by hand or with the aid of an electric motor elevator.
