 Please note the first of my post where I stated "if an older system is being 
upgraded".In most cases,when there is new ownership requireing a system upgrade 
then you also may be looking at a change in occupancy.That may be negotiable 
depending on the change and certainly today with the economy in it's present 
state.
 Also,unreasonable or not,in these parts,new ownership requires new C.O. which 
ultimately requires ALL systems to be inspected and acceptable by todays 
standards.

The AHJ policy is unreasonable. 
You reference change in ownership requiring upgrade to a system meeting modern 
codes. 
Would this AHJ require a tenant fit out at a mall to result in a new system for 
the entire mall?
Does he also require electrical, hvac and environmental insulation standards to 
be enforced even for a mere change in ownership?

It would be cheaper to buy new than upgrade for such a policy. 

NFPA 13 requires a minimum 1" pipe size, with some special exceptions. 
This standard would apply to systems being renovated, such as a tenant change 
out requiring modification of the sprinkler system. But adding a sprinkler in 
an office does not mean changing all the 3/4 pipe in a warehouse.

While holding the posiiton of Corporate Fire Systems Engineer of a major 
corporation (since retired), I have followed the same guidelines for a lot of 
years and have never had a problem with customers, engineers, AHJs., FM Global, 
etc.
