It's also called a condensate nipple and you use both valves when draining off 
he
water by removing the plug, leave the bottom valve shut, open the top valve
let the water drain into it, shut the top valve and then drain off the water.
 
Keep doing this until there is no longer any water in the condensate nipple 
drum drip)

 If the container is plugged and the top valve open, it is exposed to
 system pressure which could be anything from 10 to 50 psi. That plug
 would be under that pressure and pose a dangerous removal.

 Limit the volume trapped when you pull the plug. WIth out it, it makes
 mess
 and can be dangerous if the system has high pressure for some reason.

 Why is the 'bottom' valve req'd? The 'top' valve is normally open--
 close
 it, remove the plug, drain the drum, replace the plug, open the valve.
 
 Is there some practical reason for the bottom valve?
