In all fairness, IMO the original poster had a legitimate question regarding the theory behind the requirement. I think some of the replies have gone off on tangents that haven't really addressed the original question or its intent. I don't think the original question submitter is trying to change the code, but rather trying to understand the reasoning behind the requirement. Nothing wrong with desiring a deeper understanding. Course I could have interpreted the original question/intent wrong myself.
