I would disagree that the Rain Forest cafe is an automatic LH in the  
seating area.  One still must apply the definitions in the body and  
use the Annex as TYPICAL examples.  Few would call the seating area  
stuffed full of stuff a typical seating area.  Same on the Haunted  
house.  It isn't simply that it is an Assembly occupancy from the  
building code but contents of the room per 13.  Granted descriptors of  
low , moderate , and high (on quantity and combustibility) can not be  
readily quantified but a typical seating area is low whereas others  
are appropriate to challenge.
