I have seen this type installation at an old mill about 30 years ago (it was 
installed in th 50's) but all pond source pumps I've done have been with  wet 
pit style.I guess what you are thinking could be done but I don't know what you 
would be saving.
You still have to have a pumphouse built on the water to submerge the pump 
shaft.By the time this is done,it would seem to be more expensive than the more 
modern way of doing this.
