If you look at the seismic map from the IBC it shows some portions of the area from St. Louis to Memphis as having an Ss value of 3.00. You can get the exact Ss for a specific site by either talking with the site structural - who has to have that information to do their job - or by using the USGS program to determine the Ss value based on Lat/Long of an address.
