Actually the requirement for Back Flow protection started with the "Safe
Drinking Water act of 1974" That was followed by the National Primary
drinking water regulations of the United States Code (USC) as stated Purpose
in USC 300g-1, section 1412, and other sections of the USC. It was then
adopted by state governments, here in Colorado as the "Colorado Primary
Drinking Water Regulations" adopted Nov.18, 1998.
This law in our state requires all water Purveyors (We have over 2000.) "To
Protect the water supply from all contamination"
There is no Uniform requirement in CO for the IPC or UPC to be adopted or
that any specific year has to be adopted. State Plumbing Lic. Requirements
are IPC, but many others, home owners, excavation contractors fire sprinkler
contractors utility contractors cities and muni's, oh yeah well drillers and
ag irrigation specialists are all allowed to tie into the water system,
aquifer or supply.

So the Plumbing code is far from the primary driver here.
1) Fed Gov.
2) State Gov.
3) Local Gov.
4) Water Purveyor
5) Installer

Some places may think that the Plumbing code is the basic guide, but every
time you see a track hoe laying new water main, ask yourself, "How many
Plumbers do you think work for that company?"
Oh yeah AWWA gets in there with M14 Manual on cross connection. ASSE with
the cross connection standards (1015 for DC for fire) or (1047 & 1048 RPZ)
for fire and then there are the ANSI standards, UL FM IAPMO OSHA USEPA and
USCFCCHR (The Foundation) Then of course for those of you working for the
military, the UFC and (in consideration of foreign gov. standards)

So Alphabet soup! One stop will not answer all questions, and could leave
you very short of what is required.

All requirements for anti-backflow protection start with the plumbing
code. Who administers and enforces that code or portion thereof is up
to local legislation but typically the plumbing official and the water
purveyor.
