I agree with Tony on this note. Also, from the perspective of the physics 
involved, have any of you looked at the spray pattern developed by a cooling 
tower nozzle?

It may not be in the body of the code. But if it is in the annex or other
literature, don't assume that it is always not required. There is a thing
called "good engineering practice". Even if something is not in any code,
you may be asked, why you did not follow good engineering practice? A more
important question would be, what is the general industry practice?
