Sorry for the delay Brian - yes, 8.17.5.1.3 is referring to small hose 
connections only.  But Cliff's comment isn't entirely accurate in that the 
building code allows for certain conditions where 2 1/2" fire hose valves can 
be directly connected to a sprinkler system and are not considered to be a 
standpipe system, nor required to be a separate system in that regard.

I believe that 2½" hose valves are pretty much governed by NFPA 14.  You
might look there for some guidance.
