As I said that would be my guess also but it goes so far back that the reasons are lost in legend. Kind of like that nonsense about 52K sqft being the maximum the committee would want shut down at one time or that the motor gong is by the FDC so the fire dept. can find the FDC in the dark. No one really knows unless they were there or have a transcript of the discussions that revolved around the ruling.
