Ron, I would say that this is what RFIs are for. If it looks suspicious, ask them and get it in writing. I always make an official response in writing.

The spec could say C=100 and the commentary could offer an explanation so everyone would know that it wasn't a clerical error or a misstatement. It would save a lot of RFI's. We are expected to know that if the spec says C-140 for steel pipe that we should use C-120 but if it says C=100 and use 120 it's on us. Just a thought.
