As I recall from my days as an inspector we were not required to look t every little detail. There were certain areas or items that required detailed inspection and after that ewe were to use reasonable judgement regarding the depth of the rest of the inspection. A contractor with workers that had a good reputation with the inspector got a more cursory inspection than a stranger or known quick buck artist.
