Thanks Thom. 9.3.4 does reference other pipes but not underground
specifically. A.23.1.6.2 is what I was looking for.

A.23.1.6.2 Where the system riser is close to an outside wall, underground
fittings of proper length should be used in order to avoid pipe joints
located in or under the wall. Where the connection passes through the
foundation wall below grade, a 1 in. to 3 in. (25 mm to 76 mm) clearance
should be provided around the pipe and the clear space filled with asphalt
mastic or similar flexible waterproofing material.

Are you looking for depth of cover for underground piping?  In 2002, 2007
and 2010, it resides in 10.4 in NFPA 13
