Steve is correct.  As he noted, 1007 is for accessible (ie ADA) stairs.  Most 
stairs are built to 1009.  Also note that projections up to 4½" are permitted 
to intrude into the 44" required width 'at the handrail height' (IBC 
1009.11.7).  So the hose valve is permitted to encroach upon the 44" clear 
width but the standpipe riser itself is not.  There is similar wording in NFPA 
101 also.  Also note, the 44" clear width is a code minimum.  If the stair is 
built larger for increased capacities, then consulting with the A/E is a good 
idea.

Finally broke down and opened the code.   Again, I'm in CA so I'm not sure what 
base IBC says, 1009.1 says minimum stairway width is 44" and 1007.3 (accessible 
egress stairs) says 48" rail to rail. I've always coordinated with architects 
based on clear dimensions.

I'm not Steve,But the axis point is as Brad stated,the center of the 
stair landing along the last tread,measured to the side wall (handrails 
are allowed to project into the egress path),then swing an arc toward 
the end of the landing.This is the required clear path to a height of 
6'-8".
