IF this is just assembly again what are the components?

Sorry I re-read it just after sending and it seems like the warehouse is being 
converted to manufacturing use, is that right?

Either way,  find out what the components of the units are made of.  If the 
components are primarily metal then OH-1 might seem adequate. Someone should 
ask the officials why they feel OH-2, based on what?

BUT you also need to know what other processes are going on in the area.  

Are there any areas that stage plastic or other combustible materials?

Have a new 46K sq. ft. warehouse being utilized for commercial vacuum (car
wash) manufacturing.  Building should fall under ORD I.  Local authority has
challenged the engineered drawing (state requirement), calling for the
building to be ORD II.  This creates some serious issues as you can
imagine.  Any thoughts on a 'defense' of the ORD I position?
