Sheila:

Unless there is some provision in the applicable code for exception of
sprinkler protection in this area, I believe this would fall into the
category of "areas outside of dwelling units", and is required to be
protected by NFPA 13 (as stated in 13R).   The NFPA standards don't
"require" sprinklers in areas - that's based in the applicable code - so
if the code says to sprinkler a building, you sprinkler all areas,
except where specifically allowed not to by the referenced standard.
My take would be that the applicable code requires sprinklers per 13R,
and 13R says you can exclude sprinklers in certain areas, such as
clothes closets, concealed spaces, etc.   But it doesn't contain
provisions for excluding this area, even with the fire separation.

Subject: NFPA 13R Question

We have run into a situation where we are designing an NFPA 13R (2002
code) fire suppression system for a 3 storey residential building of
combustible construction where there is parking on the first storey for
7 cars that is covered by second floor suites but is otherwise open to
air.  

The parking and the suites are separated by a 1.5 hour fire separation.
The parking is intended for the residents of the building.  There is no
underground parkade.  We are located in British Columbia, Canada and do
not use the IBC but rather a provinical building code.

Does NFPA 13R require fire suppression to protect the covered parking
area?
