It's fine if they want to charge for the course and allow members to get it
for free - that's typical and expected. I would have to check NICET's
policy on CPD credits again but I believe a course would be either for
credit or not. This would not be unlike me hosting a seminar on some facet
of our industry, making it a free and public event, having some local
competitors take advantage of the training and telling them it's good for
CEU credit to everyone except them unless they want to pay for it. I'm not
at liberty to do that - either the course is good for credit or it isn't.
Whether or not you paid for the course is irrelevant in my opinion.
