By default you need to calc according to 13 (which requires a full flow test). The only exception is if you use the simplified calculation method described by 13D which is essentially calculating to only a static pressure and also requires you to figure in losses through tees on the run and is only good for straight run systems (ie. tree), and mains larger than 4" (if I recall correctly).
