You didn't state the length of this 48"x32" reducer. But if providing a sprinkler below creates an issue, ask for the HVAC contractor to just flash from the duct to the floor so there is no open space below.
Unfortunately there is nothing in NFPA 13 that provides for any allowances based on height above the floor. It's pretty much if it's over 48" in width, sprinkler goes underneath. 12" off the floor seems a bit of overkill when looking at just how much combustible debris could accumulate there. Also when you look at the wording of NFPA 13-2010 8.5.5.3 it gives reference to the sprinkler discharge being limited in reaching the hazard. If you wanted to argue the point and if the following is true you could state that there is no hazard present below the piece of duct, not enough space for storage and therefore 8.5.5.3 is not applicable. It all just depends on whether it's worth the fight or not. Craig L.
