times that it was required.

'10 16.2.1.3 is for all racks over 12' so not applicable.  16.2.1.3.3 
Multiple-Row Racks - Storage Height Over 12 ft (3.7 m) Up to and Including 25 
ft (7.6 m) Without Solid Shelves. Further supports multi-row under 12' is ch13. 
 

The flue stuff appears in 16.1.10.  I don't see any exception or reference back 
to ch13.  So I think 16 is still the relevant chapter. 

But you get where you/they want to be with '10 - 16.1.10.1 In double-row and 
multiple-row racks without solid shelves, a longitudinal (back-to-back 
clearance between loads) flue space shall NOT be required.

So no longitudinal flue per ch16 and OHII with potential area modifiers per 
ch13.

Looking over chapter 13, there is no distinction made for type of rack.  The 
exception being when tires are stored.  Based on this, the scenario you're
talking about sounds like multi-row racks.   As long as you are directed
back to chapter 13 multi-row racks are acceptable, so no flue space would be 
required.

Is it the intent of Chapter 13, Miscellaneous Storage, to not be concerned 
with, and thus allow the removal of, longitudinal flue spaces between double 
row racks?

We have a facility with Class III commodities stored on single and double row 
racks to 12 feet. They (facility, not contractor) wish to push the double row 
racks back to back and not provide a flue space. Their reasoning is Chapter 13 
doesn't mention anything about flue spaces, thus they don't need them. I 
reference 16.1.10.1 where it states a 6-inch longitudinal flue space is 
required. Their rebuttal is that the 12-feet of storage is not considered "high 
pile" storage and therefore this section does not apply and again falls back to 
Chapter 13.

Make sense? Any thoughts?
