Your local utility company? A "fire" main is nothing more than a water main. 
They will have regs for separation of water mains from other utilities.

Subject: Underground fire main seperation

Anyone know where I can find guidelines for seperating underground fire main 
from other utilities, especially steam mains.  We've had problems in the past 
with joints located too near steam mains having gasket failures due to the 
prolonged elevated temperatures and we're looking for more guidelines to 
hopefully avert this problem in the future.  I've looked in all of the relevant 
standards I'm used to, but I think this one may have more information outside 
of the "usual" sources.
