Perhaps a different approach would be permitted?
FM no longer categorise heads CMSA/ESFR/CMDA, they are storage or non-storage.
So, yes, I think these heads are generally suitable for storage. Typically the 
ESFR heads are considered quick response and the CMSA standard response for the 
FM data sheets. Many manufacturers have had their heads tested for the FM Data 
Sheet 8-9.

Regarding idle pallet storage, we learnt that FM use plastic pallets in their 
tests for their unexpanded plastics category.
Our sprinkler standard is currently under review and the draft proposes that 
idle pallets be treated this way.

Perhaps your AHJ would accept FM design criteria, or accept idle pallets be 
treated as unexpanded plastics and use NFPA criteria as applicable?

One of my salesmen has the following "idea" for the protection of 20ft idol 
wood pallet storage on the floor for a building with a 25ft deck.

Use a K25 CMSA sprinkler (listed as a EC at 14x14) as a CMDA sprinkler and use 
a .6/2000 density as per 12.12.1.2(a).  He cannot use this head as a CMSA

sprinkler because it is not listed for idol pallet storage.  I told him he 
could not per 8.4.9 but he wanted me to check anyway.  What does the forum 
think?
