Section 315.2.1 of the 2009 IFC  states that storage shall be maintained a 
minimum of 18 inches below sprinkler head deflectors in sprinklered areas of 
the building.  The 18 inches provides for adequate spray discharge from the 
sprinklers to reach over the top of the storage.

We have an AHJ that told a customer that they have to keep the storage on 
shelves at least 18" below the level of the sprinkler heads.
 
It is an auto parts store where they have the typical walkways between rows of 
bins/shelves of auto parts, etc. It is only about 7 1/2 feet to the deck, and 
there is a branch line down each aisle.
 
I know that it is allowable to be above the 18" level in closets, etc., but 
would that apply in instances like this? (I see this setup quite frequently.)
