For how many years? 5? 10? Look at your local 100 person PD or sheriff's office. Ignore SWAT and recruit school. Each officer needs to keep practiced and qualify on sidearm and AR15 minimum. At least 50 rounds each/month? 100 rds . x 12 months. 1200 rds . per officer per year x 100 officers. Suddenly your local department is buying 120,000 rds . per year. Multiply by 5 years and you're at 600,000 rds for just one little outfit as a low ball effort.
Work the math backwards and 1.3 billion for a number of years does not equal that much shooting per person that needs to keep practiced.
