Of all the brands of Mech Tees we have in stock, none of them can physically be 
installed on a piece of pipe WITHOUT a hole in it. There is a centering ring on 
the fitting that must install INTO the hole to allow the bolt pads to close.

Logic might be debatable, but some people feel that they're intended for 
retrofit applications.  If you do allow their use you may want to consider 
safeguards such as requiring the coupon be wired to the mech tee to "prove" 
that the hole was cut and the disk removed before the fitting was installed.  
Most larger shops tend to avoid them, but smaller shops with limited 
fabrication facilities have been known to install entire systems using them.  
I'm not aware of any code prohibition, but I've definitely seen them excluded 
in specifications in the past.
