The City of Phoenix allowed horizontal dry standpipes in apartment complexes 
built in the 1970's and 1980's, to allow the FDC's to be brought out to an area 
where the engines could conveniently connect to them.  They were galvanized 
steel underground.  Many were rusted out in less than 20 years.

dry standpipe will last before it rusts from inside out?
