NFPA 13 8.15.3 and 8.15.3.2

Contract FP drawings show sprinklers only at the top of the
stairwells....we did put one under the lowest landing. I honestly never
really questioned it until now...

They bult the stairs out of wood and put 2 layers of 5/8" gyp board around
them everywhere except the landings and treads. The landings get a durarock
type treatment while the tread are getting sovered by carpet.


 IF the building dept declares these are acceptable as non-combustible
construction - does NFPA 13 agree?

If the tread were covered in a material that was most definitely
non-combustible such as concrete woudl it make any difference?
