That can depend on the AHJ. 
For example in Ohio the water purveyor has jurisdiction up to and including the 
backflow. 
Building Dept has jurisdiction after backflow. 

I would send an RFI to the Architect or send an email to the Water Dept or 
building official and ask if they care.
