Its not telling you to install 50 ft. of pipe from the suction flange but it is 
saying that you can only install a listed OS&Y valve within 50 ft of the 
suction flange.

BFp to be installed 50' from the fire pump suction flange (as measured along
the route of the pipe).  Is this a typo?  What it the reasoning for having
such a long run of pipe without valves?  In a small fire pump room with a
bfp, It would seem you would have to do a bunch of zig zags with the pipe
just to meet this requirement.
