The excess of 100% is a result of the weight of water contained within the 
vegetation (being more than) as compared to the dry oven weight of the plant 
material.   We track that very carefully here in Colorado Springs during the 
warm dry months as it plays a role in the wildland fire severity.

Just glanced at the report.  According to the abstract, it self extinguishes if 
the tree is not allowed to dry and and maintains a moisture content in the 
needles in excess of 100%.  How does one exceed 100%?
