Water quality MAY be an issue. They have seasonal inflow from various parts of
West and South Texas and I'm told that they have experience salt residue on
cooling equipment toward the end of summer. Original UG dates back to early
90's and there has been work done (improvements, not repairs) as recently as
2000. Again, I'm not focusing in on this, just allowing for the possibility
that it's a contributing factor. The obvious explanations for push-offs are
all related to workman ship. If mechanical restraints fail, they could have
corroded (because they weren't adequately protected) or weren't installed
correctly. If dissimilar pipe types come together at a joint, the wrong
rubbers could have been installed in MJ fittings. They don't have earthquakes,
but do have VERY old fire pumps that get exercised more than just the run
tests. There's a lot going on here, but I am curious as to whether anyone has
heard of water quality directly affecting joint integrity in UG piping.

No, but is water quality an issue? Is it non-potable? How old is the UG?

Has anyone every had/seen verified problems with UG fitting rubbers hardening
or cracking or otherwise leaking/failing due to water quality? Visited a site
in West Texas today that has experienced leaks and pushoffs several times over
the past few years. I'm not fixated on this; there is quite the lineup of
suspects for this one - pump on/off hammer due to fire brigade training
exercises, corrosion of restraints, bad install,  all under consideration. But
they've had an unusually high occurrence rate of MJ joint failures.

Lord (Muncy), I apologize for droppin' potty mouth on the Forum and be with the
starving pygmies down in New Guinea, amen.
