I'd disagree. 13R limits you to using only residential sprinklers
throughout except in "dwelling units meeting the definition of a
compartment, as defined in Section 3.3, where no more than four sprinklers
are located in the dwelling unit," where QR are permitted, whereas 13,
which requires QR in light hazard occupancies permits an exception and
allows residential heads, "in dwelling
units and their adjoining corridors, provided they are installed in
conformance with their listing." (based on the 2010 editions of 13 & 13R as
cited in BJ Newlin's previous post)
