Sounds like a 13R to me. I'm not so sure about the assessment of 7.3.1 criteria for the garage - I wouldn't think a two hour separation is enough to classify the garages as a 'separate building'. That's usually when you have residential over a parking garage structure - think podium style. I would be looking more into 7.3.2.
It sounds like you're on the right track - I would double check your local ammendments, the architect's code analysis and any specs or insurance requirements that may require more than 13r.
