What have you found from looking at NFPA 13?  This one is not that tough.

I'm not sure I be relying on a third party program.  Go to the source.

Hello forum -

I'd like to look at this through someone else's eyes for a minute!

I'm looking at a tire warehouse. The storage will be tires(!), stored on the 
flat (no pun), on the floor to a maximum height of 8 ft. The deck height is 18 
ft.

What would YOU figure for a density?

If you have the Tyco Sprink Code Program, I think that it shows something 
different than the book will allow.
