Steve,

My experience in Texas is that you have to contact the local guy and find out 
what he wants. The state has regulations that apply to state owned buildings 
only. Also some agencies such as Department of Aging and Disability Services 
(DADS) have their own regulations for things like group homes. Those, however, 
can be modified by locals to the upside. Typically, communities that people 
from out of state have heard of usually have some requirements based around ICC 
or something similar. Best of luck in the smaller places. 

I noticed there was no response as to why AFSA is located in Texas.
