Subject: Storage Height

I have a GC that is trying to squeak by with the cheapest system possible
and is arguing about the term "storage height".  In a nut shell when NFPA
talks about storage height is it referring to the height of the shelf the
product is sitting on or the top of the product sitting on said shelf?
