Hello rongreenman, Oh I know why, Just the guys doing the insulation did it the other way, Now they want a code reference before they will change it. Said they have been doing it that way for years and nobody ever said anything. AHJ is gonna make a "friendly stop" by and "happen" to discover it at this point.
