Vandalism where some one opens a 2½" hose valve on the top story of a building can lead to a lot of water damage with no alarm to signify flow. Arson where the building burns because the system was left closed since no alarms in place can also lead to great damage. It seems like a damned if you do and damned if you don't. Is there any code/standard backing for either situation?
