Why are they asking for sprinkler layout drawings to be sealed?

In most states with regard to the separation of responsibilities between 
engineering and Sprinkler layout, the contractor shop drawings are not 
considered "engineering" and are not required to be sealed by a professional 
engineer.

Also in most states an Architect is included in those permitted to stamp fire 
protection drawings but you need to review the specific wording in the state 
law.

We're working on a project and the client is asking where it states a 
Registered Architect or AIA can sign fire sprinkler drawings over a 
Professional Engineer? The work is in New York State, if it helps??

I'm trying to locate the line where it's allowed...
