Most of the holes that I have seen for dormers are cut between joists, not the full opening, and most of the dormers are more than 36" tall. The plywood would create combustible construction as well, that would eliminate ceiling pocket exclusion as an option. I guess if the type of construction worked out and you met the other requirements, you could try to classify it as a ceiling pocket. I think it would be an uphill battle with the AHJs in our area, but might be worth a try.
