I have a building on a hillside with a partial lower level. The standpipe
for this building is located in the 2 other stairwells but not In the one
leading to the lower level. I would assume the lower level should get a hose
valve but does it have to be 4" and have an isolation valve?

 

What if the lower level doesn't have any stair access in the building,
meaning you walk down around the building on sidewalks to get to the lower
level. Do you need to have a hose valve on that floor and where would you
and locate it?
